Baitman Brings Digital Health Expertise to DeSilva+Phillips 

Frank Baitman PicDeSilva+Phillips is pleased to announce that Frank Baitman has joined the firm as a Senior Advisor.

In his role as Senior Advisor, Frank will support the firm’s healthcare practice, bringing years of experience in digital healthcare, innovation and other tech-enabled services, both in the private and public sectors. Baitman was an executive in the Obama Administration from 2009 to 2015. Most recently he served as Deputy Assistant Secretary for Information Technology and Chief Information Officer with the U.S. Department of Health and Human Services (HHS).

Previously, Frank was a White House Entrepreneur-In-Residence (EIR) on assignment at the Food and Drug Administration (FDA), and initially served as Chief Information Officer for the U.S. Social Security Administration (SSA). In those three capacities, he was successful in launching a variety of initiatives focused on accelerating digital solutions to provide better quality service for citizens while reducing government expenses. At HHS, Frank led efforts to develop a secure foundation for digital innovation, and to improve business outcomes from the agency’s $10.4 billion IT investments. As a White House EIR he helped to accelerate regulatory review and approval of innovative medical devices. And at SSA, he focused on increasing agency efficiency through technology modernization and business process redesign.

Prior to his public service career, Frank was President of the U.S. subsidiary of Petards PLC, a British security software and hardware manufacturer, Research Director at the Institute for the Future in Palo Alto, California, and Director of Corporate Strategy for IBM. Frank hold a Masters in Public Management from the University of Maryland and a B.A. from State University of New York, cum laude.

Over a 21-year history DeSilva+Phillips has served as an adviser in more than 40 healthcare deals valued at more than $1.5 billion.  Baitman joins other members of the firm’s healthcare team, including founder and chairman, Roland DeSilva, and Ken Karpay, managing director of the healthcare practice.
